- Initiated land, social and industrial reforms in order to increase the size of peasant's landholdings without alienating the landlords

Land reforms:
- All royal and government land was made available to Peasants Land Bank to be purchased by enterprising peasants
- Land purchased at a price consistent with its value and farmer's buying power
- System of credit introduced to allow peasants to buy more land and equipment and to improve their cultivation techniques
- Peasants able to move around the countryside

Social Reforms:
- Aid offered as insurance against illnesses, mutilation, disablement or old age
- Proportional taxes introduced
- Religious freedoms
- Compulsory primary education

Industrial Reforms:
- Night and underground labour banned for children and women
- Maximum working day shortened for adults
