Georges-Eugène Haussmann, commonly known as Baron Haussmann was a prefect of the Seine Department of France chosen by Emperor Napoleon III to carry out a massive urban renewal program of new boulevards, parks and public works in Paris that is commonly referred to as Haussmann's renovation of Paris. He was not an architect! Critics forced his resignation for extravagance, but his vision of the city still dominates central Paris.
New big streets - Boulevars - with new houses, appartment housing - updated, cleaner, healthier living conditions. Different tipologies for different classes. In categories for upper [private hotels, hotels..],
middle and lower class.
Reasons:
+ health - (colera) - clean and black water should not mix.
+ political - on wider roads there can be no barricade, police can go trough
Solutions:
+ new aquaduct - Houssman himself said that it could not be done otherwise than in the way of roman aquadcts. Still in use.
+ New sewer system - underneath all the main roads and smaller ones connected to it. (Watch photos!). Still in use.
