After World War II ended, communism was still seen as a huge threat to many Americans, thus beginning the concept of declaring war on something that does not physically exist. Similar wars that would follow are the 'war on drugs' and the 'war on terrorism'. Communism itself is not a form of government, rather it is an economic system.
