Within four months the delegates came up with a new plan- The United States Constitution. So delegates agreed to have a Federal government, where the authority to govern would be divided. They also decided to have a Legislative, Executive, and Judicial branch. But this process of agreeing to this government wasn't as easy as it seemed. Some of the delegates were in constant disagreement about which branch would hold more power. They carried some of the most longest arguments. One of the most heated arguments was over representatives for congress.
