The U.S. policy of policing the World and intervening in the internal political working of developing nations pursuant to NSC-68 was shown to have its limits with the Vietnam War. Both Eisenhower and Kennedy sent thousands of advisors to South Vietnam to try to keep the anti communist government in power, but it still struggled. As a result, President Johnson escalated the conflict to a full scale war, drafting hundreds of thousands of Americans to fight in the war. Approximately 58,000 American soldiers and 215,000 South Vietnamese soldiers and 1 million North Vietnamese died by the time a peace agreement was settled. This war turned the majority of Americans against full scale military interventions and caused many mass protests. Also, this war changed American foreign policy in that subsequent administrations were reluctant to engage in direct military conflict on foreign soil until Operation Desert Storm in 2003.
