He was an Italian monk that came up with staff orientation (a line is a certain note and neumes move around it), though rhythm still had yet to be notated. This precise intervallic notation freed music from the necessity of oral transmission. Just like today, music was still transmitted orally amidst potential for notation. This more precise notation also made memorization easier.
