The rulers of the Khazaria, a Turkish empire in what is today Ukraine, Russia, and the Caucasus, are believed to have converted to Judaism.
Uncertainty about the reliability of documentation and correspondences has led many historians to conclude that Jewish rule over Khazaria is entirely legendary, and this remains the position of many scholars.
Nevertheless, there is increasing archaeological and documentary evidence that the royal family and nobility did convert to Judaism, along with many common people, and that Jewish kings ruled Khazaria during this time period.
King Bulan was the first Jewish ruler of Khazaria, and converted to rabbinic Judaism.
There was already a local Jewish population in part of Ukraine under Khazar rule, and it is unclear how much of the general Khazar population converted to Judaism. The Khazars likely also invited many foreign Jews to live with them.
The Khazars were eventually defeated by the growing Russian states, and during their decline the rulers converted to Islam.
