Emperor Titus declared war on the U.N. despite the Khessam Commonwealth's pleas. Titus wished to united all of Humanity under one Empire, however even though capturing nearly every U.N. station in the galaxy, and occupied all U.N. planets including Earth, they had an extremely entrenched resistance organized on Earth supplied by the Khessam. It led to millions of deaths due to resistance attacks across all U.N. space. Due to the public's opinion of war had turned into an almost sympathetic cause for Humankind, Titus announced a peace summit on Earth where ALL U.N. Space (with the exception of Earth and Sol System) would be turned into the Second Human Empire, a Terran puppet state.
