The Second Dittmer Term was marked by the outbreak of the COVID-19 Pandemic, which ceased physical contact between all Covenant Members. During Dittmer's second term, the rise of Secretary of Defense Jack Stifter occurred. The Constitution of the Covenant was also written and ratified under Dittmer, while near the end of his term, the state of security was breached by Luke Doss. Overall, the Second Dittmer Term was not as influential as Dittmer's first term as President but marked the beginning of the end of the Covenant.
