Scott Summers disbands the Thunderbolts. He announces that a national network of emergency first responders will be created and deputized in the event that events or person of extraordinary power present a danger to the public. This network will be called the Avengers, and will be overseen by Steve Rogers. These Avengers will operate as an independent agency under the DOJ.
