1975: The Development Disabilities Assistance and Bill of Rights Act established a set
of rights for people with developmental disabilities, including unique rights to treatment, services, and habilitation. This was designed to maximize the developmental potential of each person, and they have the right to receive individualized treatment in the least restrictive area. This year also closed Pennhurst Institution, which reflected a growing belief that people with disabilities were better served in community settings. The closing, however, raised concerns about job loss and created fears of negative impacts on
communities.
