The Keating-Owen Child Labor Act, passed in 1916, was the first federal law in the United States to regulate the employment of children, prohibiting the sale of goods produced by factories that employed children under the age of 14, and establishing strict limitations on the hours and conditions for children under 16. Although the Supreme Court declared the act unconstitutional in 1918, arguing that it overstepped Congress's powers to regulate commerce, it marked a significant step towards child labor reform in America.
