Homosexuality was still looked down upon in the 60s, however view points were changing.

Homosexuality was being seen as more of an illness than a crime. Therefore attitudes to treat homosexuality as a crime changed.

This set the scene for the introduction of the Sexual Offences Bill, a bill that decriminalised homosexual relations with men over the age of 21 and as long as the acts were in private.

This bill was passed by Labour backbencher Leo Abse with support from Roy Jenkins-who said the bill wouldn't have passed if he "or someone of a similar mind" wasn't home secretary.
There was some MPs such as George Brown who thought homosexuality was immoral.

Gay men were relieved by the passing of the bill however homosexuality was far from being legal.
