Following the San Remo conference, Arab political gatherings were banned, preventing the convening of a congress planned for May 15, 1920. In response, some would-be delegates appealed to the Syrian National Congress to create a Palestinian delegation to advocate in Europe. Historical records vary on the exact timing and details of these events. Earlier, on February 27, 1920, Palestinian delegates had met in Damascus, organizing into a 'Palestinian Congress' and advocating for an independent Palestine within a united Syrian state, opposing Zionism and calling for an end to Jewish immigration.
On May 31, 1920, Palestinian expatriates formed 'The Palestinian Arab Society' in Damascus, protesting the British mandate over Palestine and other decisions from the San Remo Conference. The Society, led by Haj Amin al-Husseini, Izzat Darwaza, and ‘Aref al-‘Aref, also reached out internationally to oppose perceived threats from Jewish immigration. Concurrently, a secret meeting reportedly took place in Palestine, critiquing the inclusion of the Balfour Declaration in the British mandate, although it is unclear if this was the same event noted by other sources in Damascus.
