There was an organization known as MOVE who are a group of African American activists who had recently moved into a neighborhood and they had been charged with multiple things like illegal possession of firearms, disrupting the neighborhood and more.

The police got an arrest warrant and tried to get the MOVE members out of the house using multiple ways like cutting water, electricity, and other things. It turned into a standoff with guns and the police also used tear gas on the house.

After the police went through over about ten thousand bullets, commissioner Samber ordered that they bomb the building. The detonated two pounds of explosives which caused a fire from a generator and it destroyed and burned 65 nearby houses but the police and firefighters did nothing thinking the MOVE members would shoot them trying to stop the fire.
