In 1872, the government passed an act to transfer government offices from Spanish Town to Kingston. Kingston had been founded as a refuge for survivors of the 1692 earthquake that destroyed Port Royal. The town did not begin to grow until after the further destruction of Port Royal by fire in 1703.
