At breakfast, Jake gave Kiegon his juice until Kiegon proposes making a Mickle Mafia. Jake doesn't like the idea because the Communist Gang is already kicking up pace. So to discourage the mafia from rising, Jake embargos Kiegon's juice imports.

This only escalated tensions and brought them closer to war.
