After WW1, the LON had to take care of the border between Greece and Albania. The conference of ambassadors ordered the Italian general to patrol and sort out the dispute. While surveying the border, the Italian general and 2 others who were aiding him were killed. The Italian prime minister ordered 50 million Lira in compensation and the assassins were executed.

After no action from the Greek government, Mussolini ordered an invasion of the island of Corfu. When Greece came to the LON for help, the LON decided to help. The LON started with moral condemnation (the First step to collective security (collective security: Moral Condemnation, Economic sanctions, military force)), they suggested that Mussolini stop his behavior and for Greece to pay the fine (only if and when the assassins were found).

Outraged, Mussolini insisted that the conference of ambassadors would solve this dispute and even threatened to leave the LON. Since Italy was a permanent member of the LON, leaving would cause huge issues.

The only reason Mussolini won this case was because the French were on their side, due to the Ruhr invasion going on at the same time, France and Italy simply did not have time for this dispute. Britain wanted to send warships to force Mussolini out of Corfu.

In the end, Mussolini got his way and the conference of ambassadors made Greece apologize and pay compensation to Italy directly. Mussolini boasted about his victory, the LON was upset with the conference.

In the end, this was a failure for the LON, the dispute was unfairly dealt with, and in the end, it showed that bigger and more powerful countries could still bully smaller countries, without anything done about it.
