Theodor Herzl, Jewish journalist, published foundational text of political Zionism "The State of the Jews" to which he asserted the only solution to the growing anti-Semitism and Jewish emancipation was the establishment of a state for Jews.

1897 he founded the "Zionist Organisation" which during it's first congress called for the establishment of "a home for Jewish people in Palestine secured under public law"
