Established by Charles Townshend when William Pitt, the only Parliament to pity the colonist, was ill. Townshend did not show any compasion towards the colonit. He believed that his act would help generate enough money becasue he taxed all imports instead of an item. His act has fiscal and political goals. It raised 40,000 pence a year. The money went towards officals instead of the debt.
