the Clayton–Bulwer Treaty of 1850, in order to
permit construction of the proposed Nicaragua

The amendment (not to be confused with the Hay–Pauncefote Treaty of 1901) is then transmitted by the President to the United States Senate. A bill relating to the Nicaragua Canal will be approved by the House on May 2, but fail in the Senate.
