The Azerbaijani Democratic Part is created by Jafar Pishevari, a long-time leader of the revolutionary movement in Gilan. The ADP soon expands throughout Iranian Azerbaijan, and initiates a local coup d'état with help from the Soviet army, who prevents the Iranian army from interfering.
