Refers to the group of 27 delegates from 9 colonies who gathered to create a formal petition to Parliament. The petition was about colonists having the full rights of British citizens and having representation. It wasn't about independence.

The petition actually worked, and Parliament repealed the Stamp Act. However, they also passed the Declaratory Act which said Britain had the right to pass any law in the colonies.
