In 1960, Land Clearance Commissioner, Philip Doyle met with the Near West Side Planning Board (NWSPB) to talk about Project R-10, a project to construct affordable housing for the residents of Harrison-Halsted. However, both Philip Doyle and James Downs knew about other plans surrounding the area and the potential scraping Project R-10.

By Fall of 1960, Mayor Dayle canceled “Illinois Project R-10” and instead offered half of the cleared site for the construction the state university. And by September of 1960, Mayor Daley publicly and officially announced his endorsement for the construction of the state university on The Near West Side. This was brutal since a 58 acres of the 145 were of the NWSPB as well 42 of the 145 would be taken by the removal of other neighboring areas. What's sad is that Mayor nor the Land Clearance Commissioner had the decency to let them about the news prior. The NWSPB found out about the news through the newspaper.
