Soon after the Austrian Ultimatum in July 25th, the Russian Empire enters a "Period preparatory to war," which was an attempt to cover up mobilization. Generally agreed by historians that this was the next spark that helped fuel the explosion that was the war.

Img. Vladimir Sukhomlinov, Minister of War of the Russian Empire, insisted a partial mobilization was impossible for Russia.
