Greece and Turkey were both on the verge of becoming communist and with pressure from communist countries around them, they were in danger of being invaded. So the US sent troops to help stop communism from spreading and also paid money to aid the British troops already there.
An American general George Marshall went to Europe and saw the poverty that they were in. So he created the Marshall plan in which the US would give countries in Europe 17 billion dollars to get their economy started.
Stalin was concerned that if the countries in Europe got money they would be on the verge of starting their economy up again and being powerful enough to stop the USSR. Stalin was so frightened that he forbade Communist countries from asking for money and created the Cominform which every communist party in Europe joined. Which gave Stalin power over all Communist European countries.
