Shenandoah was founded by a few members of Valkryia after the chaos of the Second Incursion.
EX0DlSS and _Henry_ served in the military during the Second Incursion and decided to found a city to house 2b2t newcomers.
They Named this City Shenandoah.

Eventually the number of citizens and cities grew so much that they decided to come together to create the new nation known as The Legion of Shenandoah modeled after Valkryia. Their Symbol was a dragon similar in style with the Valkryian Eagle.
