When the U.S went into war with Germany, the current president in that time period felt uneasy about the German immigrants that reside within the United States, because he thought they would be more loyal to Germany. The Espionage made it that "disloyal, scurrilous, profane, or abusive language" about the Constitution, the American uniform, the flag, or the government it would be considered a federal offense. The U.S government had prosecuted more than 2,100 people under this law. CItizenship kinda inclusive. Voting and Citzenship not really in the same category.
