This system was founded on the basis that companies can only exist if there are active participants in them. With this system Companies are more flexible and more pressured to keep their people active to stay a company as a way to keep the regiment as a whole active.

The two requirements for forming a company are that a person needs to be Fusilier+ to propose a company, and it needs 12+ people to start the company. Once a company is formed, it needs to maintain its active numbers, otherwise it risks getting disbanded due to inactivity.
