1848年，财政大臣格拉斯顿组织专人就文官制度问题对财政部、海军部等部门做了详细调查，1853年做出报告：批评了当时文官制度的弊病，对文官的录用、考试、晋升、分级等做出一整套建议，其中心是要求却李公开竞争的考试制度，择优录取。
