WASHINGTON, June 1.—Attorney General Palmer, replying today before the House Rules Committee to criticisms leveled at his department by Louis F. Post, Assistant Secretary of Labor, declared that Mr. Post had set himself above Congress and the law in the handling of deportation cases.
