Operation Diaspora is the brain child of the UESPA to prepare for the coming tide of colonists leaving Earth. With so much of the planet irradiated, people were going to flock off world when possible.

The plan calls for the building of 200 space constructors, each one building the next in turn. After the completion of the S.S. Valiant, she will be dispatched to the Eta Cassiopia and then Alpha Centauri system, where she will conduct a thorough survey of all bodies in preparation for colonization.

The constructors were then set to building the parts for the S.S. Conestoga, set to be sold to Venture Capitalists from South America (in actuality, the VC's were augments dispatched by Sumedha.) The funds from the sale would finance the first of 2 Conestoga class transports, 1 for the scheduled colonization of the Alpha Centauri system after planned survey by the S.S. Valiant.
