The North American Union is formed, with it's capital in Cheyenne, WY. There is an outcry for Zephram Cochran to run for President, but he refuses citing the need for continued work on his FTL systems. Instead Lily Sloan runs, with Joaquin Weiss as her Vice President. She wins, and serves 6, 4 year terms; Joaquin goes on to serve 2 additional terms as a senator, and passes away after the final cleanup is finished in the radiation zones.
