3 Jan 1854 Jahr - Kansas-Nebraska Act. Settlers and entrepreneurs wanted to move into Kansas, but since the land was only a territory they could not hold land legally. The act allowed all new territories to chose if they wanted slavery. (Popular Sovereignty)
