A scandal under the Harding administration surrounding the secret leasing of federal oil reserves by the secretary of the interior, Albert Bacon Fall.
After President Warren G. Harding transferred supervision of the naval oil-reserve lands to the Department of the Interior in 1921, Albert Bacon Fall secretly granted the Mammoth Oil Company exclusive rights to the Teapot Dome reserves. He also granted the Pan American Petroleum Company exclusive rights to the Elk Hills and Buena Vista Hills reserves in California.
Upon investigation, it was discovered that after the signing of the Teapot Dome lease, Fall and members of his family had received from an unknown source more than $200,000.
As a result, Fall was convicted of accepting bribe in the Elk Hills negotiations and imprisoned. This showed an ongoing corruption in politics due to the spoils system.
