The primary charge against Johnson was that he had violated the Tenure of Office Act, passed by Congress in March 1867 over Johnson's veto. Specifically, he had removed from office Edwin Stanton, the secretary of war, whom the act was largely designed to protect. During the years immediately following the Civil War, President Andrew Johnson clashed repeatedly with the Republican-controlled Congress over reconstruction of the defeated South. Johnson vetoed legislation that Congress passed to protect the rights of those who had been freed from slavery. While aquitted, first president to be impeached.
