This act was meant to enforce the 15th amendment in the constitution a staggering 95 years after it was ratified. In those years the African American population had to endure the hardships of not being able to vote, scrutiny of their "lack of education", and them being physically abused and harassed. Between 1967 and 1969, the Supreme Court issued several key decisions upholding the constitutionality of Section 5 (Requireing clearence from DC in order to change the act) and making sure the broad range of voting practices were kept up to the highest of standards
