Americans did not have another unjust government, so for protection from the government, Americans wanted the Constitution to include a Bill of Rights. The Bill would guarantee civil liberties. James Maddison introduced different kinds of amendments, Congress passed 12, and the States ratified 10. The Bill limited the power of the government and protected individual civil liberties. Such as freedom of speech, and rights of the accused for crimes.
