this was a settlement done by James to meet up with all the puritan issues and with this made the canons licenses in 1604 which stated that all clergy (people with religious duties) had to subscribe to all the 39 Articles and to everything that was in the Prayer Book. this was to make it fairer and to give the curtain religion some proper ground. as james gave his full support to these laws.
