In the late 1980's, France was almost completely bankrupt. Louis XVI's idea was to raise taxes to fix the problem, but when the plan was denied by aristocrats, Louis called a meeting of the Estates General. When the clergy and third estate thought they were locked out of the meeting because of a plot being summarized, they moved to a tennis court and swore the oath saying they were to stay put until they created a constitution that put power in peoples hands. This was considered the Tennis Court Oath and resulted in the start of the revolution.
