Responding to piracy in the Celestial Sea, the sixth Emperor Chin of the Hai Dynasty of Shou Lung proclaims the Scattering of Winds, a demand that the warlords of Wa swear allegiance to Shou Lung emperor. Wa declines, and Wanese emperor Gokami gathers a fleet.
