After continuing their fight against the Hutus, the Tutsi rebels were able to gain control of most of the country. On July 15, 1994, a transitional government was established, officially ending the conflict.
In those few months, more than 800,000 civilians were killed. Nearly all of them were Tutsis. Following the loss, many Hutu extremists fled to Zaire (DRC) where they hid to avoid punishment for their actions. From Zaire, they would launch attacks on Rwanda, setting the stage for the First Congo War.
