After the conclusion of the war against the Tutsi rebels, Hutu extremists had decided that the Tutsi minority were the main cause of Rwanda's hardships. With the help of government officials, these extremists began planning for an organized attack on the Tutsi population.
On April 6, 1994 a plane carrying the president of the Rwandan government, Juvenal Habyarimana, was shot down by a missile. Although it is unknown who shot the missile, the death of the president was the final straw for Hutu extremists.
