These problems resulted from the integration of new peoples into the Alonian Empire. Over the course of the Unification Age, the population of the Alonian Empire would increase 900%, with the Kaiser's Legions growing accordingly. With this, Kaiser Stephen II would seek to reorganize the Legions to more effectively wage war.
