The Treaty Which Changed the Map of Europe and Brought the League Into Being Is Again Challenged by Defeated Germany

FIFTEEN years ago this week — on Jan. 18, 1919 — the Peace Conference opened at Paris. Its purpose was to clear away the wreckage wrought by the World War and to lay a new basis for the public law of Europe. Looking at the world scene today the authors of the peace settlement must be dismayed at the result of their handiwork.
