Before the passage of the OSH act in 1971, companies often found it cheaper to simply replace injured or killed workers than to implement safety measures. After World War II, rates of injury and death due to workplace accidents reached as high as 14,000 killed and 2 million injured. In addition to physical harm, the increase in chemical exposure at the workplace led to many chronic health issues with workers. By the late 60's worker protection was high on politicians' agendas, even as high as President Johnson, as well as union leaders, and in 1971, President Nixon signed the Act into law. The newly formed OSHA began its work and started by tightly regulating asbestos as well as many other known hazards materials and situations.
