This convention was the first one held outside of Oipienta. The 7th Convention of the State was held in ASB as an apology from Dĩchinploi Oipienta for the death of Tsĩvgalè Opnã.

During the convention, the Oipientian politicians debated on how to deal with the rise in workers' protests and unrest. A progressive senator from Allera suggested an amendment to the Oipientian Constitution to allow for women and all non-Oipientian born citizen to vote in federal elections. The proposal was quickly shot down by Conservatives but welcomed by some Yeskvogites and the liberals. The suggestion came about as pressure from various Women's Groups grew rapidly after the Pentan War.

A draft for an Amendment to the Oipientian Constitution to allow for foreign born Oipientian citizens to vote after living in Oipienta for a specified number of years was written up and given to the Senate of the Republic to ratify. The 11th Amendment was ratified on January 1, 1841.
