When Congress reconvened in December 1865, it refused to seat the delegates from the ex-Confederate state because of the refusal to ratify the 13th Amendment and the passage of "black codes" in all 7 states. The Republicans prepared to destroy the black codes by establishing the Joint Committee on Reconstruction.
