Truman had replaced Roosevelt in the USA and Atlee had replaced Churchill in the UK. Stalin was still there for USSR.

It was agreed that the UUSR could get 25% of machinery from the other 3 zones in Germany since Stalin had the poorest zone.

Germany would be demilitarised.

Stalin wanted high reparations to weaken Germany but Atlee and Truman didn't.

Stalin was annoyed that he hadn't known beforehand about America having the atomic bomb.

Stalin had set up a communist government in Poland.
