Elementary schools after the time of 1865 we're continuing to teach reading, writing, and arithmetic. however new compulsory education laws were starting to require children to attend school and therefore increase the number of students at these schools by a massive amount. This led to literacy rates to rise to around 90% of the population by the 1900’s. and even more significant than this growing of lower grade schools was the growing desire for tax supported public high schools. These schools were designed as college preparatory Academy's but eventually became more comprehensive
